Cops: Miami mass shooting spot not a club; manager arrested

MIAMI--The manager of a Miami business where 15 people were shot early Sunday morning has been arrested, reports CBS Miami.

Police say 31-year-old manager Tiffany Johnson was arrested Tuesday because The Spot is licensed to operate as a restaurant, but was allegedly functioning as a nightclub.

An 11-year-old was among the victims of the early morning melee.

"The big question everyone had is, 'Is this a club or is this a restaurant?'" said City of Miami Police Officer Frederica Burden. "And the outcome was it is licensed for a restaurant which is to serve meals, alcohol, being wine and beer, with the meal."

However, agents with the Division of Alcoholic Beverages and Tobacco found hard liquor behind the bar, CBS Miami reports.

On the wall inside the venue, officers found advertisements saying it also functioned as a club.

"We had no clue that it was operating as a club," said City of Miami Police Chief Manuel Orosa.

Surveillance video from near The Spot shows dozens of teens and young adults fleeing after shots rang at 1 a.m. on Sunday. Sources told CBS Miami the shooting resulted from an argument between two teens.

The gunman and his accomplices have not been caught.

"Part of that problem was the lack of personnel they had. The lack of screening for weapons and having kids and alcohol. It's just a bad mix overall," Orosa said.

Authorities said the club was hit with multiple violations by from several agencies involved with the case.
