Cape Town water crisis forces cops to target new breed of criminals
Drastic efforts are underway in Cape Town, South Africa to prevent the city from running out of water. The government has declared the crisis a national disaster. City officials say they may be forced to shut off water taps on June 4. Debora Patta reports.
