Rhodes told reporters later Monday that the White House sees "some" progress from Russia regarding the fight against ISIS but continues to see too much action from Russia against the Syrian opposition.

Along with Putin, Mr. Obama on Monday also met with President Xi Jinping of China to reaffirm their commitments to fighting climate change. During a summit in Beijing last year, Mr. Obama announced a U.S. pledge to cut emissions by 26 percent to 28 percent by 2025, compared to 2005 levels. China did not give a specific amount it would cut, but set a target for its emissions to peak by 2030 or earlier if possible. The two nations combined are responsible for nearly half the world's carbon emissions.

The two leaders also set priorities for U.S.-China relations in 2016, according to the White House. Mr. Obama stressed the importance of adhering to U.S.-China cyber commitments, as well as the need to address regional issues like maritime differences. They also discussed the denuclearization of the Korean Peninsula, the Iran nuclear deal and the fight against ISIS.
